
Dr. Brian Dooley’s July 2025 legal report, “Less Conversation, More Action”, presents damning evidence of war crimes, crimes against humanity, and genocide committed by Sudan’s Rapid Support Forces (RSF). Based on legal analysis, NGO documentation, and survivor testimonies, the report exposes the RSF’s systematic campaign of ethnic cleansing, particularly targeting the Masalit people in West Darfur.
The report confirms that the RSF used mass killings, rape as a weapon of war, forced starvation, and siege tactics to destroy communities. In El Geneina alone, over 1,000 civilians were executed or drowned trying to flee. Women and girls were abducted, enslaved, and trafficked across regions — with detailed accounts from Habila and Sinja.
Crucially, the report identifies the United Arab Emirates (UAE) as the RSF’s main international backer — supplying weapons via Chad, laundering blood gold through Dubai, and violating the UN arms embargo. It also criticizes the UK and US for failing to act, despite their legal obligations under the Genocide Convention.
Dr. Dooley calls for urgent international action, including:
- A total arms embargo on RSF suppliers,
- Sanctions on RSF leaders and UAE entities,
- A referral to the International Criminal Court (ICC),
- And full support for survivors.
